Basically, we distinguish between two types of scissors: In bypass shears, two blades slide past each other, leaving a clean, smooth interface; in anvil shears, on the other hand, a sharp blade meets the stationary anvil. Bypass shears are particularly suitable for precise cuts requiring little force on thinner pruning material - such as roses, shrubs or perennials - while anvil shears can be used to make powerful cuts on stronger branches; they are thus particularly suitable for pruning woody plants.
